Our was approved on Jan 11th 2017&our petition expired on May 10th 2017(its written in the NOA2). I went for my interview on March 14th 2017,was denied,my now husband bought a ticket to Nigeria that same day then i started the process here in nigeria before he arrived to ease everything,then he arrived Lagos Nigeria April 13th 2017,we got married April 20th 2017,he went back to the U.S. May 1st 2017 with all the paper work,sent out petition on May 15th 2017&uscis received it on the 16th gave us our case number and received it(NOA1)in the mail after some days.

3months into the cr1 process,USCIS called my husband then my husband told the officer we were already doing the cr1,2- 3weeks later my husband received the letter(dated Sept 6 2017) in the mail saying we were granted the k1visa.

Now we are awaiting our NOA2 from Texas cos we had a RFE in Nov.

Please clarify what you mean by the part I bolded in your comment.
You were denied the K1 at the interview and then received a letter from the embassy that (they changed their mind and) they approved 
the previously refused K1 visa ?
Were you in AP with  a 221g rather than what you call denied ?

They wanted me to go for another interview but then we were no longer eligible for the benefit(k1)

You are not getting the terms correctly and are leaving out details.

You were refused the visa at the embassy.
You were likely given a 221g which is not a true denial but either you were told to bring more evidence or documents or
you were in security checks or they told you it will be returned to USCIS.
The you say USCIS called for a second interview but USCIS approves petitions and does not call anyone
for an interview, the embassy does. The embassy also has authority to extend the validity of the case while in AP checks, they don't 
want a second interview and then say oh he isn't eligible.

You jumped the gun and got married while the case (though refused) was not denied or you do not understand the K1 return process.
Embassies refuse visas. USCIS deny petitions. Not the other way around.
K1's are not reviewed, they are expired and therefore if it was returned then yes you weren't eligible due to expiration which 
USCIS will not renew.  You may had a person call from USCIS not knowing what they are talking about, it is known as the 
misinformation line telling people wrong things all the time.

You are not fully explaining what happened with the correct terms and this is causing confusion.
K1's are not reviewed and reaffirmed.

Congresswoman can't do anything. You have to file again once the file has left the embassy to be returned to USCIS.
