Even though it's Ghana you should be ok with 3 and marry when you go back in March.
The K1 denial is rough, been there done that but you have a good attitude with planing in moving forward now and you will be together eventually.

Your 4th visit can be right before or better yet during the week of his CR1 interview with fresh and ongoing evidence. That way you save time
and can file sooner but still have 4 visits in by the time the interview rolls around.

Hes already on my life insurance. We also submited tht for the interview.

There will be no denial letter you will be sitting forever. It's a k1. Your petition will go back to the US to expire and that's that. If you going to marry do it now not later and file. Expect about 12 to 16 months for Ghana. From filing to Interview.

And they ain't lying. Ghana lets petition just sit for at least 6 months before they even ship out. For Cr1/IR1 it's a 2 year wait to hear from USCIS. K1's usually never. But the letter telling you your case has expired you are free to refile.

So we can get married and file while the case sits? Thought we have to wait for the letter (close/expire) or call and canel it before filling a new case?

I think since you've lived in Ghana for many years and my guess met your hubby there instead of online like many of us, you should have no problem getting through the spouse visa. Make sure to frontload with quality evidence. We submitted a letter from both of us explain that we didn't view ourselves as married and weren't trying to evade the immigration rules. 

Have you thought of a Civil Wedding with the Ghana Registra when you go in March 2018? That way, after you return to the USA, you can add the Marriage Certificate to the Paperwork from the K1, with the Petition for an I-130/CR1?

 

Not to confuse things too...but is there DCF in Ghana too?

Are you sure? Is this country specific? I know there have been posts from the Morocco portal about people who got married and filed CR1 since their AP was taking forever and they got RFE wanting resolution of the K1 petition.

I think that might be the best thing right now. But do a civil wedding then not a full fledge wedding. That way you can go ahead and get it over with and then file the CR1 ASAP. Good luck to you both on this process and don't give up hope.

I was thinking the same thing honestly and it sucks for everyone. But we still get people on here that say that doing that is ok no matter what.

For a K-1, if it's only AP or if the visa is actually refused and petition sent back to USCIS. AP is still at the embassy, and they can review the case further. Once it's sent back to NVC then USCIS, it will sit to die.

Ghana, as stated in the 221g, typically holds on to the petition for around 6 months before sending it back. It will remain in AP during this time.

 

A CR-1 (or any other I-130-based visa) is very different. They are sent back and actually reviewed and either reaffirmed or they send a NOID.
