Letter after visa approval

Can someone please help me understand this letter it was received after the visa was given. My main concern what is the counter payment of $1,800 what is it for. And also some of the wording does not look right. Any help would be very much appreciated.

That makes no sense, the ending exultation in itself would make this odd.

 

Were you given this at your visa interview at the us embassy in the Philippines or is this a letter someone who you are having come visit has sent to you asking for the money?

Hi Kabayan,

 

This looks like a scam.. you've got the visa already, why do you need to pay? and what is the email domain of the sender? It is very suspicious...

There is no way that is a real letter from a native English speaker, much less a US ambassador.

Scam.

 

Forward a copy to the embassy so they're aware that someone is circulating this, and then toss it in the trash.

You must have spplied someone your contact details and what you were doing, did you use some sort of Agent?
