Would it be safe if I will declare him in this column in my next application if I want to? and relationship should be boyfriend? or a friend? by that time, we already met each other in Canada...

Since he's your boyfriend and you're planning on getting married, the relationship should be "boyfriend".

I would say that, I consider him only as my bf after our official meeting in Canada and I hope this question will not be asked too in the future...

Does he know you don’t consider him your boyfriend?

To say this then also say that you would marry him on first meeting is kind of a contradiction.

It might be normal in your country to marry on the first meeting but not in the rest of the world, I only see this in the Philippines, as it seems to be acceptable for online relationships there to do this, and in Muslim countries, for religious reasons.

If the first two COs suspected something fishy during the two denials, they have notes for the CO on the next attempt.

So you are going to do the long distance relationship thingy?

You have not read on replies regarding this plan.. we have decided to met only in Canada and right after meeting, he will go back to LODI and I will go back here in Saudi.. and he will start to apply for K1 visa..

your replies are actually kind a bit of insulting...

Hi, we have decided to only apply for fiancee only after meeting in Canada.. that was just a plan to get married in Canada that's why I am posting here to ask for some opinions..

I might re-apply again after visiting uk & canada in 2018 and by 2019 i am thinking to re-apply again..by that time, there is already more than 1yr gap after two denials.

I don't even think that is a "thing"

That was kind of my point----your ties are more in the Philippines (house, family, bill payments).    The CO was looking for more concrete ties to Saudi Arabia since that is where you are living now, and where you applied from.

It is not possible to establish "ties" to Saudi Arabia other than a bank account and a job.  The whole country is one great big human trafficking operation otherwise where your employer even has to grant you permission to leave on a vacation.

Only country I've seen where you need a VISA to leave the country and your employer has to grant permission for it before you can get it.  Then they deduct the charge for it out of your salary.

my last application was in Manila..so i thinking to re-apply there again in the future after travels on 2018... I still have more vacation balance in which I can use it during next yr..in addition to my uk&canada plan trip, I may visit some parts in EU which I havent visited last sep2017... after these trips, if still US visa will be denied, I may stop applying anymore to U.S..

I have some friends also here in saudi and they were granted by u.s visa...having same situation as mine.. almost the same yrs in service, single, families in phi and no relatives in U.S... and their travel history is not good as mine.. we can not really tell why we get denied... only CO knows.

You know the deal dude.  Saudization is in full replacement mode and each consulate is worried that you're working on an escape to the US and not coming back.  Happens a lot, and its getting worse.  Good luck.
