Purposely Delay after I-130 NOA2 approval letter?

If you dont want to interview until 2020 you will need to space everything out appropriately but not so that new fees or documents are needed.  

If do it this way the goal would be to enter the USA anytime after July 14th, 2019 which would be our two year wedding anniversary.  I am still deciding if we will come right away or do it this way just to save money from having to remove conditions.

Once your case is approved at USCIS it is transferred to NVC where it can stay there for a maximum of one year. So you might just leave it at NVC and before the year ends you must contact NVC so the case does not expire and gets processed. That might work for you. 

Ok so I just found out that my case was received on 4/9/18 at the NVC.  So what you are saying is that I have until 4/9/19 to pay AOS and IV, fill out DS 260 and send the packet?

That is correct. You have one full year from the date NVC received your petition to complete everything.

I would do little bits at a time.  Do the ds-261... wait... pay the AOS fee... wait...send the docs... wait... pay the IV fee... wait a little... do the ds-260 when you're close to interview date....
