Return Immigration case from NVC to USCIS

My mother came to this country in 1980 and did a self-petition for the Temporary Resident programs. She was approved, given a social security card and work authorization and was told to at one point to file an I-485, which she did.

I was a young girl when she did all of this and I'm now able to co-petition her as a US Citizen and I expected her case to processed through USICS only and that she didn't have to go through NVC. Even though I included all of her previous applications that were filed before, they treated like a

regular I-130, which they approved and sent to NVC. However, on the approved petition, it says she's unable to adjust her status, but when I contacted USCIS, they said the case is at NVC and there's nothing they can do. 

 

How do I get her case back to USCIS?
