Here's what I did, I submitted the Form I-865, a copy of AR-11 confirmation (You can download it via USCIS or you can print the email confirmation), a cover letter of explanation explaining why I sent it in late.

I used USPS Express Priority, certified mail, and request for a return receipt (requesting signature from USCIS). It costs 11 dollars-ish, certified mail and return receipt is an additional of 3 dollars.

I have just received a notice letter addressed to my USC Spouse from Texas since that is the place where we update address.

29 December 2017 - I-751 Priority Mail shipped to VSC

2 January 2018 - Package delivered

8 January 2018 - Check cashed in

11 January 2018 - NOA received (DATE of NOA: 3 JAN 2018)

22 January 2018 - Biometrics Appointment letter received

30 January 2018 - Biometrics Appointment

11 August 2018 - 18 Months extension received (Exp on Sept 2019)

8 April 2019 - I751 Approved

12 April 2019 - NOA and greencard received

Keep your $680 and call towards the middle of February using your A# if you don’t receive your NOA.  Your check will cash late, but I can understand the anxiety!  Just remember that region had a typhoon bomb or whatever they call it recently (you would know best, being from Jersey).  That would close down federal buildings for days on end and cases can’t get processed.  Yours may have been towards the bottom of the pile, but should get some movement later this month.

 

Keep is posted about your progress!  Let us know if you don’t get anything or when you do!!! It’s coming!

Thank you so much for your advice..so like I mentioned, I used a cashiers check so I can't track to see if they cashed it or not..today I decided to go to the bank to see if there's a way to check the status of that check. And UNFORTUNATELY, they did NOT cash my check :( I ordered the check on 12/20 and sent my packet to VSC that day. It's been almost a month and they didn't cash it. It is not normal right? Something must have gone wrong but I don't know what is it...I doubt they even received my packet since the post office was "having issue showing it as delivered on the customers end."  I'm so sad :(:(:( would you still suggest me to wait even though even the check is not cashed at this point? 

Any ideas and suggestions are appreciated.

Filed ROC Nov 22 2017 and I just got my biometric letter on 01/13. Bio for 22nd Jan but I tried walk in today and the center was closed due to weather in Alabama.NOA dated Nov 27th nov and received 30th dec. Filed in VSC

If it makes you feel better I also used a cashiers check, because the government seems to be the only entity backward enough to still need paper checks! And I went to the bank to check records. They were very nice and supportive and spent 20 minutes looking only to tell me they could find no record of it clearing... I was as you are, very disappointed since it had been about 10 days. Then next morning in the mail was my NOA! Don't lose faith. It's a stressful process that unfortunately not many people understand well enough to be supportive, but that's why I come here.

Just out of interest while I'm waiting for some kind of confirmation. How long did it take for you to get a reply? I sent the I-865 on 01/08/18

I can't thank you enough to just be understanding and supportive and share with me your experience. I was and still am sad (and it's actually my birthday today haha but I spent the day being stressed out ..oh well..) the thing is it's been like a month already. Same thing to me I went to the bank the lady kept checking their system and even called some department and found no records of it being cashed, she said "looks like it's still out there." So sad...I might consult an attorney about when is a good time to file another packet assuming they never got my first one. I don't know .... maybe I did something wrong and they are sending it back..or they have never gotten it....

So my USC spouse called USCIS today, to enquire on my biometrics explaining that we have to travel and might not be able to get our biometrics letter before we leave. 

Unfortunately, there is nothing much we can do, but to wait for the letter to come. And we have reconfirmed with USCIS, if you miss biometrics without rescheduling, IT IS A DENIAL unlike some other posters I searched through saying you can just explain or reschedule/walk-in.

We also found out that Vermont is currently doing November 2016 I-751 cases at the moment, the officer explained that its very behind right now but the field offices are different and really depending on the queues.

So she gave us 2 options:

1. Wait for biometrics to come, then travel (given my husband's vacation and my passport expiring, I will end up going to other State instead)

2. Risk it and go travel, reschedule it if your lucky enough, your appointment date might be AFTER your trip or get denial.

 

SO YEAHHHHHH just as expected.
