I would answer the question as directly and briefly as possible directly on the form.  They already know the answer and will view the file.  The question is to see if YOU will answer honestly.

I GENUINELY don't know the correct answer. What if I say withdrawn and they say it was denied and serve us a ban? That's why I wanted to err on the side of caution.

@pushbrkSorry to bother you again, but I found the relevant part from USCIS' answer to my senator's office's inquiry about our previous I-129f, which reads:

"

Thank you for your inquiry on behalf of your constituents, Ms. xxxxxxxxxxxxxxx, in regards to her claim that her Form I-129F, Petition for Alien Fiancé(e) was withdrawn.

U.S. Citizenship and Immigration Services (USCIS) records show that the Form I-129F was approved on xxxx, 2014 and forwarded to the National Visa Center (NVC). The Form I-129F petition is valid for four months from the date of approval by USCIS. The beneficiary did not take any action on the approved Form I-129F, therefore, the petition has expired in accordance with 8 CFR 214.2(k)(5).  On xxxxx, 2015, the Form I-129F was returned to USCIS. The petition remained expired and on xxxx, 2015, it was administratively closed.  Please note that this will not preclude Ms. xxxxxxxxxxxxxxxx from filing another petition with USCIS.

"

Can you advise now if USCIS considers it withdrawn or not?

Sounds like you need the assistance of a person with English as their first language.  You don't seem to understand the advice to interpret literally.  The correct answer is "expired".

@pushbrkI am not posting this to argue but so that this so someone in my situation can get their doubts clarified as well. Here's another email from USCIS to my Sentor's office's same inquiry:

"

“The I-129F was administratively closed.  This was most likely due to the withdraw.  While I cannot provide guidance on how to fill out the I-130 she may want to state that she withdrew the I-129f for visibility.”

"
Now the questions begs, was it expired or withdrawn? I just wanted to add that I can't thank you enough for taking interest and replying to my posts.

If the official letter states it was expired then it was expired.  If the official letter states it was withdrawn it was withdrawn.  You said you have a letter from the US embassy in India stating it was withdrawn.

Thanks for your reply. Let me make this as clear as possible. I contacted my Senator's office to inquire the status of my precious k1 to both U.S. embassy in New Delhi and USCIS.

U.S. embassy in New Delhi provided an official letter stating that they indeed received the withdrawal.

USCIS gave two different responses:

first (Senator's office quoted USCIS as saying this to their email response, I do not have the email)

"

“The I-129F was administratively closed.  This was most likely due to the withdraw.  While I cannot provide guidance on how to fill out the I-130 she may want to state that she withdrew the I-129f for visibility.”

Now I am unsure of what to answer on I-130 regarding the previous I-129f's result.

Then use the OFFICIAL letter not some interpretation by the senator's office.

either way it WAS NOT DENIED.

You have official word from USCIS saying you took no action and the petition approval expired.

@pushbrkIt was a quote that the Sentor's office quoted from an alleged USCIS reply. I don't think they have any reason to lie but I have no direct/indirect email from USCIS to prove it.
