It been required for sure since 2006 up until about two years ago.

 

I am talking for K1's visas, not Tourist

And, as stated, my sentence referred to IVs, providing background for the discussion.  It has never, anywhere in the world, been a requirement for tourist visas.

The reference was for IVs, not NIVs like a K-1. The I-864 replaced the I-134 for IVs.

The I-134 is still required by COs at many embassies for certain visas (like a K-1 or DV).
