Ours didn't work until 5 months after we received our NOA1. We had to call USCIS several times until they finally had some tech guy fix the error.

No it didn't affect my case at all. I was just scared to miss out on an RFE, I was worried that a potential RFE would go missing in the mail and since I couldn't use the online case tracker I would have no idea an RFE was coming my way. I wouldn't know about it and therefore couldn't contact USCIS to get it fixed before time would be up. Missing an RFE could happen anyway though since the case status isn't reliable even if your receipt number works, it doesn't always update as it should.

So we called to talk to a tier 2 about once a month to make sure there were no updates/RFEs. Everytime we also told them about the receipt number issue but like I said, they only fixed it for us after 5 months.

Mine didn't work for over 2 months.

To talk to a tier 2 you sit on the phone until someone speaking spanish comes on.  Then you say english please and you'll be transferred to a CSR.  From there you request an ISO (immigration services officer.)  Call between 8 and 6pm M-F.  If you call outside of those time frames you won't get one.

Mine resolved on it's own.  I was just answering your question on how to speak to a tier 2.
