Marriage in Cambodia, but does not fit the income requirement

Hi, I'm having trouble with this law;
"According to new marriage requirements issued on by the Government of Cambodia on March 7, 2011, male U.S. citizens wishing to marry Cambodian women must:

• Be under 50 years of age, and
• Have a monthly income of at least US $2,500"

I am a Cambodian born male, I am a now a 38 year old US citizen , I want to marry a Cambodian woman in Cambodia.  I make make around $2000 a month.  Will I be rejected or is there any way around this issue?

My other confusion is that, I heard this law only effects foreigners,  as I am a Cambodian man that was born in Cambodia, but is a US citizen, will that effect me the same way?
