DEERS requirements

My wife is a permanent resident (Green card) and has lived in the US since the age of 11.  We have tried to enroll her in DEERS with all the requested information, but now they want her Birth Certificate to have an Apostille for the certificate.  We had the certificate  reviewed and approved by the Mexican government.  But it appears that an Apostille has to go through Mexico City to the American consulate for approval.  She has lived half of her life in the United States, finished school here without an Apostille.  Why is DEERS requesting this information or is the problem with the administration at my base.

Timeline

I had to provide an Apostille with my birth certificate as well. We were told that all international documents need a translation and an Apostille to establish legitimacy.

 

I heard the same from others after we were turned away at the DEERS office for the first time.
