From an officer at my local USCIS office. Read my experience here.

I hired an experienced immigration lawyer and he did my N-400. He said there is no problem to apply for N-400 even my I-751 still pending

I don’t know the steps but people do background checks on themselves from the FBI , it takes like 3weeks to get it all done , you can try to google it out

Have you had any update on your case? I'm in a similar situation. Only difference is that i applied for N400 but they are saying that background checks. I got the exact same letter that was sent to your congressman. Word for word.

I applied for n400 in July 2017. Have you tried ombudsman?

The same for me ,  applied for n400 in June 2017. I got approved for i 751 after one year of waiting, and after waiting for background check clearance for long time.  My n400 is pending now as well for background check

My situation is exactly the same as yours. My i751 pended for over 2yrs. Now my n400 is pending security checks. When did you i751 get approved? Did you take any actions to get it moving? Wow it’s shocking to me why we both have to go through security checks twice especially since we went through one when we were removing conditions

MY i751 was pending for all most 2 years . MAY 2017,  my lawyer suggest that is better for me to apply for N400. So i did the fingerprint on June 2017. Since then, my both case was pending for background check. on February 2018, i got approval for my i751, but my N400 still pending for background check.  Last week i contacted my congressman and ask him about my case . Until now , I don't hear back from him....

So you haven’t done the n400 interview yet? I have contacted my congressman again  as well. When I first contacted my congressman I got the exact same message you posted when you first made this post
