What's the reason why the background check is still pending in 2 years. Is this because on originating country's fault which is not providing any update? I'm actually curious on how the process goes for background check when it comes to USCIS application.

Who knows? It could be anything, up to and including the possibility that it has nothing to do with a background check; USCIS has made some kind of mistake and is covering their butts by blaming it on a background check. (Which, of course, is the one thing that is "not their fault" that could cause a delay.)

Filing the N-400 should speed it up and force adjudication of the I-751... you could also try filing with the ombudsman, although they aren't exactly quick either.

on the 20 of November 2017 I requested from USCIS case status; and USCIS will review and process my request. Expect a reply by December 8, 2017. Until know the 7th of December I don't receive any thing.

After one month of waiting , I don't receive any update. So, I decided to contact my congressman representative and ask him to contact USCIS again. Today , Dec 20 ,2017, I received the following email from the congressman:

" Hello

I have contacted USCIS regarding your case and they have responded in the same manner. Your case continues to be pending background check clearance and they cannot predict how long the process will take.
I regret that I cannot provide more optimistic news but you may follow up with me again in 30 days if you hear nothing from USCIS in that time.
Best"
Oh my God , I’m very hopeless. I don’t think they will ever give an accurate answer. I think I will be under background check for more months  or probably more years. I don’t know what I should do :(

Maybe, but there are too many I-751 cases that are still pending more than 18 months, although they did not apply for N-400 yet.

Also there are too many N-400 cases that are approved while their I-751 are still pending!! 

So there is no a clear view and opinion!

Was this information from an officer at a USCIS office or a representative from the USCIS mis-information line?

It is not a fact just an opinion from an unprofessional USCIS officer. Since CSC is taking forever, every permanent resident with a pending I-751 has full right to file for N-400 if they are eligible. I have seen people reported to VJ where they got their citizenship process done in less than 6 months with a pending I-751. It all depends it may delay the process it may not.

My Lawyer said the same . He said is not problem to apply for N-400 while I have my I-751 pending

Try get a try get a background check on your self from the FBI . If it’s successful then u would have narrowed down ur next step
