My foreign children need passport, biological father not on their birth certificate.Help!

Timeline

Processing my children's passport, I process my passport together with them. I rceeived my passport after a week. My children are frm Philippines, we received a notice that they are asking for adoption decree, father's consent, together with the GC that i didnt send ( just a photocopy) but i got that covered. My only concern is the consent from the biological father which was out of the picture. He never sign the birth certificate, so i was really worried about what papers should I submit/produce to proof that I am the only one raising the children since they were born. Helps please.

This happens often with the PI. You need to just get the law on how single mothers have sole custody in the PI when never married. You can search on here to see how others from the PI did it. I know it comes up a lot. I'm not sure what you mean for adoption papers. Was there an adoption also? 

 

The green card needs to be sent in not a copy.

Yeah i feel like our Family Code is kind of the same with other countries ,if the child is minor the mother has the right etc... I dont know why they were asking for adoption papers as well, i guess different agent/officer handling the papers different responses. I was filling out the ds 5525 i felt like this form is not for my situation, i think i will still do the form and I'll see what they are going to say.
