USCIS mailed overseas twice one for NOA1 then again a RFE letter

I see... I applied for my husband from Dubai as we both reside here. USCIS did not deliver our NOA1 to Dubai and when we called them they said they do not deliver overseas and I had to give my parents address in America. I'm not sure how it works for Philippines. very strange...

So sorry to hear this! Very strange so maybe there is no Embassy in UAE? There is one up here I should have file via DCF :/

That is strange. I live in Australia with my husband whom I'm petitioning and they have also mailed an RFE to us overseas.

We had given our Dubai address (po box) and got a notification that due to wrong address they could not deliver NOA1. We called uscis and they said they do not deliver any notices overseas and we should give an address for USA. Not sure what's going on. However the NOA1 was then delivered to my parents address in Iowa

I'm glad it got to you one way or another. How were you able to change your address  from overseas though? I've been trying to change it to my parent's in California and when I call they say I have to do it online, however the online system doesn't allow me because I'm doing it from overseas. So i called them and explained this, they told me they couldn't transfer me to a Tier 2 officer because again I'm calling from overseas so they gave me an email address to send my request to. They finally responded to my email and just told me to call the number back. I was getting no where and going in circles so i gave up. This whole process is just so frustrating. We can fly to the moon but they have a hard time changing my address in their system.

We called uscis they said we had to write a letter to them to amend the address. We then sent a letter to Chicago lockbox with our reference number and Iowa address. The officer then gave us a uscis website link and we also amended it online. After a couple of hours we got an email from uscis that our request is under process. A week later my parents got the NOA1

You don't have to, unless they request your presence and that would be for a second interview.

In fact, if you plan to assist, it will depend of the embassy to let the petitioner stay during the interview with the beneficiary, since some of them would not allow it unless it was requested.

There is an embassy of the United States in UAE.

The embassy is located in Abu Dhabi, and the consulate in Dubai.
