i mean the they did no update from march 15,2007 till now ; so i read on topic that page just a cover so iasked if they are approving cases at this time

Yep You asked this earlyer, and was answered earlier.

USCIS is not obligated to update those pages on a timely basis, they can at any time that they feel, and has to do with case load.

Note: VSC page has the exact same dates as CSC, so the meaning of the information is just to keep people from calling them about case status for at least 6 months or more. Those pages tend not to mean anything.

Those dates are pretty much meaningless. If the answer to your direct question was "no" just what do you think all those employees are doing instead of processing and approving or denying cases, "at this time"? Ignore those dates. Check the timelines here for your country.
