Filing a petition for the second time. Help!

Hello community,

I am starting this new topic because I am in need of some help and I'm hoping to get some answers without having to pay for someone to prepare and send my package. I filed a petition in December of 2016. The petition was approved and I traveled to attend my fiance's interview in May. His visa was denied because he had overstayed his tourist visa in 2007, but the officer told us we would be eligible to reapply in December 2017. 

I am now attempting to fill out the updated I-129F form, and I'm confused about the "Multiple Filer Waiver Request Information" on page 9. I'm not sure if this is only required for those with a criminal history (I have a clean record, no arrests), or if I do indeed need to file a waiver since this is my second petition (same beneficiary). I read the I-129F instructions page which mentions a "waiver of the IMBRA limitations" and a "General Waiver." Do either of these apply to me? I added a screenshot of the instructions page below.
