UAE is a waiver country... police certificate can only be obtained in person.

A police certificate from other countries is required, just not UAE and a few others.

Dept. of State website still states  ... police certificate can only be obtained in person.       Which means you can't request one except by traveling to the UAE, and this is why it is waived

Follow the link I gave you and check for yourself.
