2 years if you're starting from scratch at petition phase, but it would be more like a total of 1.5 for a K - 2 for a spouse.

Just to clarify, the petition establishes the relationship between petitioner and beneficiary. The petition gets sent back to the US when they believe the relationship is not correct and therefore the petition should be revoked. This is typically for not showing a bona fide relationship/marriage, but I don't see why it couldn't also happen if there was another issue with the relationship (i.e. maybe if they discover a child was not actually the petitioner's child?).

For an I-129F, USCIS just lets it sit until it expires.

They said it was refused but they give us the option to apply for a waiver

The visa was refused due to an inadmissibility, but it sounds like the I-129F was not sent back to be revoked since the fiancee relationship was still valid.
