K1 visa Venezuela/Colombia

Hi All and thank you for your help.

 

So a bit of background to my question. A close friend of mine went to Colombia and met a Venezuelan girl who is living in Colombia with a temporary visa. Now he wants to bring her over to the states.

The question is, does she have to go through this process in Venezuela or can all this be accomplished with her residing in Colombia?

 

I'm helping him because I went through this experience about 10 years ago and mine didn't turn out to be the most positive one and I don't want him to end up in a bad spot like I did.
