     I don't think Russia or Alaska existed at that time. That's why I said groups native to the arctic regions, although certainly humans did not evolve in the arctic.  Sorry, I'm not quite sure what you're getting at here.

If you believe in the whole Beringa theory, then the first humans that came to North America were related to the Yugh and Ket civilizations.  Certainly Russia, nor Alaska as those are political boundaries, but it is possible that the first North Americans came from the Yenisey area of Central Siberia.

   Sure, or more accurately came through Central Siberia. Recent genetic studies suggest that most modern humans outside of Africa are the descendants of a single wave of migration that began about 60000 years ago. It get's confusing to call everyone native Africans though. That's why I went with natives of the arctic region, but I do understand that they migrated there originally.
