Sorry -- you're right, of course....I spaced out for a minute and forgot they made that exception to the Western Hemisphere Travel Initiative.  However, I still recommend getting the passport as soon as possible.  There are two requirements for passport application: proof of citizenship and proof of identity. The longer you wait to apply for a passport, the more difficult it will be to prove identity, i.e., that the person applying for the passport is the same person listed in the birth certificate. Much easier to do with a baby then a teenager, believe it or not.
