ceac website says “at nvc” what does this mean ?

Which website did you check please? I  checked my one on these:

https://ceac.state.gov/ceacstattracker/status.aspx

or:

https://ceac.state.gov/IV/Login.aspx

 

and it always shown "At NVC" eventhough I just submitted my documents last week. I have never seen any thing like "action required submit required documentation”. Very confusing

yes. it does mean that you have a CC. you can call NVC to confirm it
