I currently residence in Vietnam with my husband. I am the one with the US citizenship and he's not. We applied for our son's (who is two and half years old) CRBA and SSN in 2015 at the US Consulate in Ho Chi Minh City, but some reasons, the SSN application got lost and they just processed it recently.

 

The problem is I cannot go to Philippines (where the US Consulate in Ho Chi Minh City sent my son's SSN application to) to get his SSN and they refuse to send the card via mailing address. I also cannot go back to US because of my personal financials problem.

 

The question is can my father (who still lives in US) go to the SSA office in US and get his grandson's SSN? Or can we resubmit my son's application in US so they can send his card to my father's mailing address in US?

 

Please help, I honestly have no idea of how to process this problem.
