My husband who is in the middle of ROC was looking to switch jobs he applied to usps and passed the postal exam. He got an interview email today. However I was reading the fine print on the website and it said if you're a permanent US resident you can apply but if you're a conditional permenant resident you're ineligible. Well shoot oh well. He will just say no and turn down the job offer. My question is will he be in trouble by uscis for trying to apply for a job he was ineligible for? It never specified any of this on the basic application.

It's in the very last paragraph.

Also will this hurt his chances of applying in the future when he does have the 10 year card? Since he did apply and take the test as a conditional resident. His score is good for 6 years and it'll show the date he passed.

He is fine. Don't worry about it. He can apply after he removes conditions fine.

It is just the jobs that specifically require US citizenship he shouldn't apply as it could cause issues during naturalization.

551 Determining Eligibility at the Screening Stage

To be eligible for career or noncareer Postal Service employment, an applicant must be a United States citizen, a lawful permanent resident alien (one who possesses a “green card”), or a citizen of American Samoa or other territory owing permanent allegiance to the United States. This requirement is addressed at the application screening stage by reviewing the applicant’s answer to Item E1, PS Form 2591, Application for Employment. Citizenship documents are not reviewed at this stage.

On PS Form 2591, if the applicant responds that he or she

Is not a U.S. citizen, a lawful permanent resident alien, or a citizen of American Samoa or other territory owing permanent allegiance to the United States, the applicant is not eligible for employment.

Is a U.S. citizen, a lawful permanent resident alien, or a citizen of American Samoa or other territory owing permanent allegiance to the United States, then the applicant continues in the hiring process.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

It does say on the application along with that question that refugees and conditional residents are ineligible. He accidentally glanced over that. Anyway this issue is more addressed in a different topic that I found with a different OP going to post link here.
