request for I-864 RFE

Is it common for DHS to request a I-864 after ALL the other forms have been submitted, not to mention the I-134 submitted to get the K1 visa? This was never mentioned when completing the I-485, I-765 & I-131

And they asked for the birth cert that we already sent in which they must have lost!

The i864 is required with the i485 application. 

The i134 at K1 interview isn't legally binding - the i864 is.

From the i485 instructions 

"Evidence of Financial Support
In general, you must demonstrate that you are not likely to become a public charge. This means you must show that you will be able to financially support yourself as a lawful permanent resident living indefinitely in the United States. 
Generally, all immediate relative and family-based adjustment applicants (beneficiaries of Form I-129F, Petition 
for Alien Fiancé(e), and Form I-130, Petition for Alien Relative) must have a Form I-864."
