It can't be done by that as it would open up all kinds of fraud/bribery. It should be based on your professional qualifications not your ability to help pay.

Because he/she trying to secure a H1B by paying the employer. Many small consulting firm do it. They try to get a H1B with secret agreement that the employee will pay back later. Also commission on the future earnings.

Not how it works, You get a job Employer picks up the costs what you need to check is that you get a decent relocation package.
