Good luck to all those waiting, I know this is a nail biting process that impacts us in all so many little ways ( mortgage,international travel,job changes). I know how stressful the past 13.5 months have been, it's VJ that literally prevented me from going insane and kept up my spirits ! Rest assure there is light at the end of the terminal, may the force be with all of you :)

I know that feeling - waiting is the hardest part with the immigration process.  I just want it to be my turn already.

 

I'd even be fine with a transfer notice or RFE at this point, as it means at least someone touched our case and it's moving.

The difficult part  to figure who will get the I-751 APPROVAL because it is random, not in order.   Obviously,  EAC18047xxxxx is earlier than EAC18061XXXX ( mainly late October and November, 2017), but they started to approve some of them but a lot of September and October 2017 are still waiting.

You are spot on dilip, the approval is random. Cases are organized by date (Day received). I read on a reddit AMA that weekly a boatload of cases are brought in from storage into the main office where officers are assigned a pile of cases. Each case that needs to be adjudicated needs to be peer checked by another officer and then sent to a supervisor for review and final approval. This is why some cases process quicker than the others, USCIS officers are human too and take vacations,sick leave which might contribute to further delays.

Something that crossed my mind is whether a larger volume of ROC paperwork risks waiting longer for review by an officer versus a small(er) stack. Officers are human, and it's human nature to tend to get the quicker ones out of the way first.

You bring up a good point @WeGuyGal When I submitted my initial application in November 2017, I was in a hurry and past my window opening by almost 2 weeks. I just sent what I was able to quickly gather ( bank accounts, tax returns, auto/home insurance and a few pictures). In June 2018, I gathered a whole lot more ( updated tax returns/bank statements,  credit card statements, utility bills, vacation trips, health insurance... ) and submitted another package to USCIS with a copy of my receipt letter. I'm not sure if this second packet was ever added to the first one but I did have a lot of evidence combined.

Honestly I believe it is a random selection of applications based on what they truck into the processing center from storage every week combined with the individual cadences of officers ( some are fast , some are slower) that leads to the current quagmire that they are in ! It makes no sense that myself ( a November 20'th filer ) got approval whereas we have folks from August/September and October still pending .

word! Very similar to one grocery line at costco moves faster than the other one. Depends on how fast and efficient the person is. Some might be high on their power of authority and biases. After all they are flawed human beings just like us. :)
