I would think is when you officially moved there. Have an ID stating the current address. I moved from OK to AR on Feb 2016. But we finally settled down, found a house on Sept 2016. So during that time, I applied for state ID, and that’s the official date I became a current resident of AR. Is that what you’re asking? I may have a brain fart. Anyway hello to you neighbor!

The way it was explained to us was I would have had to have been living legally - LPR/greencard - in the state, not just the country, for 6 months before they would consider me for in state tuition. Would also need proof such as utility bills or lease. This was for a University in Idaho and from what I was told, also, every school is different. Perhaps you could get an appointment with student guidance and they can go over all if you're still unsure.
