Not my first time to the US to visit him at all but the first time since being engaged. 

I figure, along with all of my other evidence of ties to my home country (lease, employment letter, paystubs, return ticket, income taxes, utility bill statement) it can only help me prove that I am not trying to stay in the US on this visit. The NOA1 shows that we are trying to do it legally and can only help my attempt to enter, right?

GUUUUUYSSSSS!!!! I'm soooo happy we finally received our NOA1 after about two weeks! We didn't receive any email/text. It was delivered 20th and the notice date was 22nd, it came in the mail today.

I think you will be considered december filer. It is based on the received date of your Noa1.
