What does this usually means?

It usually is a NOID (in rare cases a mistaken input by an IO could mean it's an rfe, but I would prepare for the NOID - especially since you had the fingerprint and extra background checks. I find the odds of it being an rfe very low).

"Transferred to Vermont" was a clue too. The only K-1 cases that are transferred there are AWA cases and enhanced background checks.

 

OP, is the petitioner a natural-born citizen? I heard of a case where the file was sent to Vermont for enhanced checks. The person had a foreign name as he was a naturalized citizen and someone with a very similar or the same name was on the terror watch list and they were from the same country. After finger-printing they were approved but it took a long time.

If you are the same person, I'm not surprised. He broke his parole conditions by traveling overseas (how he got a passport is anyone's guess). As I mentioned on the previous thread, when my husband was on parole he needed written permission to cross the county line, even just to buy groceries. So how he got into another country more than once is remarkable. As I said before, do you seriously want to be with a man who continues to show no respect for the law? I'm the least judgmental when it comes to this issue as I am married to a convicted felon. But seriously, have a good talk to yourself about this. If this is a denial, you probably dodged a bullet.

Hello I am not the one in the link you sent. Right now we still don't know what would be in the letter in USCIS. I will update here as soon as we received it. 

 

Petitioner is a USC and not naturalized.

Same date of filing. Same date sent to Vermont for an I-129F (a very rare occurrence in general). Same petitioner name. Same country.

 

No...definitely not the same case. Hmm...maybe the similarities are the cause for the delay due to mistaken identity?

Don't forget both cases were transferred to Vermont on the same date! August 9 last year. What are the chances? The USCIS Vermont staff must be thinking there's something wrong with their eyesight with all this double-vision going on.
