Hello - Today my wife received a I-797C for a December interview. The letter came from MSC in Missouri which surprised me since I expected our local USCIS branch to schedule the interview. We were really hoping for a waiver but have planned for the interview. Is it still possible for the local branch to process a waiver?

They are actually interviewing more people than they use to do.  If they have sent you an interview letter, then unfortunately you wont be able to get a waiver. Not sure if they do waivers any more, been 2 and a half years or so since I went through AOS and quite a lot of us were issued a waiver.   Not sure if this applies to you or not, but as you can see they are deciding to conduct more and more interviews with many other visas in the future.  https://www.uscis.gov/news/news-releases/uscis-to-expand-in-person-interview-requirements-for-certain-permanent-residency-applicants
