This is really Great information and yes you've described most Fillippina's I'm back here in the states and very much fed up with the nonsense of the Philippine Government seems they just take so many peoples money and don't try to ever help anyone! You're right she must stand up to them Thanks for your rapid comment!

Don't be too judgmental. You just need to understand not every place is America. Different cultures accept different things as norm. It has it's negatives and things that drive me crazy but there are so many things to love about it as well. I have spent years teaching my wife that it is okay to be strong and assertive. But she is smart enough to always do it with a smile. When people get too pushy there it does not work out well either. Just encourage her to be strong and not give up and most of all don't be shy.

Nope.  Not for CFO, DFA or USCIS ... for that you need the PSA certified copy.    It usually takes upwards of 4-6 months to get this from PSA.  An expedite fee can be paid to the LCR to get the document to PSA quicker.

 

I will add that USCIS might be fine with the marriage certificate from the LCR (as they don't know the difference), but when your petition reaches USEM .. THEY know the correct document and could very well reject your petition, thus returning it to USCIS .. .and that pretty much means a DO OVER.
