WASHINGTON — Paul Manafort and his former business associate Rick Gates were told to surrender to federal authorities Monday morning, the first charges in a special counsel investigation, according to a person involved in the case.

The charges against Mr. Manafort, President Trump’s former campaign chairman, and Mr. Gates, a business associate of Mr. Manafort, were not immediately clear but represent a significant escalation in a special counsel investigation that has cast a shadow over the president’s first year in office.

After leaving the Trump-boosting nonprofit America First Policies in March—as former FBI Director James Comey officially announced an investigation into alleged ties between the Trump campaign team and Russian officials—Gates is now working directly for Tom Barrack, according to eight sources in and around the Trump White House.

Last month, Trump attempted to minimize Manafort's contributions to the campaign.

"I know Mr. Manafort — I haven't spoken to him in a long time, but I know him — he was with the campaign, as you know, for a very short period of time — for a relatively short period of time," Trump said.

But last year those close to Trump were quick to attribute the campaign's success to its former chairman. 

"We couldn't be more happy with the work that he's doing, the way he's tackling these things, the way he's handling the organization of everything going forward," Donald Trump Jr. told the AP in July 2016. 

In August 2016, former House Speaker and Trump loyalist Newt Gingrich told Fox News host Sean Hannity that "nobody should underestimate how much Paul Manafort did to get this campaign to where it is right now."

WASHINGTON (Reuters) - Paul Manafort, a former campaign manager for U.S. President Donald Trump, and an associate were indicted by a federal grand jury on 12 counts including conspiracy against the United States and money laundering, the federal special counsel's office said on Monday.

The charges were the first arising from the investigation by Justice Department special counsel Robert Mueller, who was appointed to look into alleged Russian meddling in the 2016 U.S. election campaign aimed at swaying the vote in favor of Trump.

Manafort and Rick Gates, a business partner who served as his deputy in the Trump campaign, were charged on Friday in the District of Columbia in an indictment unsealed Monday after the two men surrendered to the FBI, the special counsel said in a statement.

"The indictment contains 12 counts: conspiracy against the United States, conspiracy to launder money, unregistered agent of a foreign principal, false and misleading FARA statements, false statements, and seven counts of failure to file reports of foreign bank and financial accounts," the statement said.

FARA is an acronym for Foreign Agents Registration Act.

An adviser to Donald Trump’s presidential campaign has pleaded guilty to lying to the FBI about his contact with a Kremlin-linked professor in London who mentioned that they had “dirt” on Hillary Clinton. 

George Papadopoulos, a foreign policy aide to the Trump campaign, admitted that he misled FBI agents who questioned him as part of their investigation into Russian interference in the 2016 election.

US prosecutors revealed Papadopoulos’ guilty plea hours after they brought charges against Paul Manafort, Mr Trump’s former campaign chairman, for money laundering and tax evasion. 

While the charges against Mr Manafort are not directly linked to the 2016 election, the charges against Papadopoulos stem directly from his contacts with Russians while working for the Trump campaign and may potentially prove more damaging for the White House.
