Expect roughly 8 years for it to become current. They cannot marry at any point (unless the petitioner becomes a USC first, but then the timeline goes out even longer).

then it is over 7 years of waiting, 2 years is for children under 21

 

and as said he or she can't marry, he or she must remain single as long as you are a resident

 

in this case, place of birth does matter only for a couple of countries, for Mexicans the wait is over 20 years
