The Guide to Naturalization states the requirement as people must live in the USCIS district or State in which they are applying for at least 3 months before applying.

From other VJ threads, people have reported that USCIS have checked on residence and denied applications in the past based on this requirement. The requirement doesn't state that you have to be at a single address, so you're probably good if you stay with a friend and then subsequently move to your own place at a later date, as long as you don't file for the N400 prior to 3 months of residence in the State or USCIS district. I would check with the friend to make sure you can use their address as your official mailing address and submit the card with the USPS, etc., to establish proof.

Thank you!

How about I apply from Los Angeles and then move to Detroit, for example, would they move my case to their local office?

This will depend to the discretion of the officers. They may decide you are eligible because you applied from LA and you have satisfied the requirement. If you move too soon after applying, they may consider that you are trying to manipulate the system and consider you as a Detroit applicant who did not meet the requirement in the new state.

My recommendation is either wait in LA for a bit or apply after you move and satisfy the requirement.

If you are living with your friend temporaily, that is fine. You will need to submit AR-11 for change of address to your existing application anyway. so it will be in your record. That is a good starting point. Also, your USPS change of address and new driver license/state ID will help (date of issuance), as well as bank statements and such.

Again, when you move out from your friend's place, you will need another AR-11 within 10 days of moving to update BOTH applications.

Good luck.

My I-751 approved on Nov 1st. N400 approved on Nov 1st as well. I-751 Status changed to "New card being produced" on Nov 5th. N400 status is in "Quality Review" from Nov 1st. As of now I didn't get my Green card and no notification for Oath Ceremony. My field office is Chicago. Anyone have any suggestion what to do in this case? I called to USCIS and got the standard answers like wait for few more weeks.

Chicago office is not doing info pass anymore. I called to USCIS couple of times and they also don't know what is going on. I filed a service request and I need to wait for 30 days to respond them

They are usually faster than that. Did you request to talk to a tier2 officer on the phone?

I did but every time they are saying you need to wait for at least 30 days to respond. For I-751 my 30 days are on Dec 16th and for N400 my 30 days are on Jan 7th.

One more thing,  I filed I751 in CSC and they trasnfer it to NBC.I got I-751 approval letter from NBC but my service request for I-751 assigned to CSC. I searched online and figure it out that they produce card from NBC . They should assign my service request to NBC.

I understand all about applying each time for the new address, when I change it.

It is tricky with the movement from LA..because I have to wait first to satisfied 3 months of living in the same area, then apply. The processes take such a long time anyway :(

We're sort of like in the same boat. But in my case, I 751 haven't been approved since January 2017 (23 months now). On the other hand, I have been waiting for the Oath ceremony letter for 3 months and half. I don't understand what's going on. Chicago office is a mess. I talked to a supervisor and I was in shock how unprofessional she was (little knowledge about immigration rules) needless to say, she didn't help. Same thing happen with the different officers I talked in the past few months. Somebody told me that the delay has to do with budget issues...they can close the government for lack of funding, meaning, no payment for those people (who can blame them!). Is terrible times for immigrants and I am just sorry we got caught up on this at the last minute (waiting for Oath ceremony! we are already at the end). I also realized they got rid of the info pass appointment and when I call to USCIS they encourage you a lot to use the online tools, meaning they're not going to do much from now on. Please let me know about any updates in your case, I will do the same. Hope we're out of this soon.

When did your I-751 approved? If it is not approved then you need to wait untill they approve your I-751 first. My interview for N400 was in May 2018 but they Approved my I751 in Nov 2018 after that they approved my N400. Then & then they will schedule you for Oath Ceremony.

I did Service request last month and I got a reply from Chicago office today that "They will not send me Green card and they already place me in line for Oath Ceremony".

Timeline

Hey all,

Just want to share my timeline and recent experience of N-400 interview.

Applied I-751 in November 2017 still waiting for reply.

Filled N-400 October 2018 - Got an interview Dec 2018.

When I went for an interview.

As soon as I walked in the interview room, I have been told that I am not eligible to apply for N-400 cause I have not filled I-751 so I said I have already applied and its in progress.

So I have been told that They wont be able to conduct my interview today cause whoever was reviewing my file before sending me interview letter forgot to look at I-751.

My N-400 went back in progress and waiting for another interview.

But the person was very nice and apologize multiple times for this whole situation.

lesson that I learnt that I should have call USCIS and speak to immigration officer and inform or ask that I have filed I-751, so may be someone would have taken some action on I-751 and merge my files together.
