Why not just file online? No cover letter needed.

So I do not need a Letter to ask them to adjudicate both i-751 and N-400 together?

Another good news,  Just to summarize -  N-400 Interview  June 28, 2019, approved both I-751 and N-400 on July 3, 2019.  Oath ceremony letter sent on July 5, 2019.  Will know the Oath date in a few days and you will hear another update from me.

Wow!  they approved I-751 on July 3rd and  I received approval letter my mail on July 6 .  Why can't they show similar efficiency to approve I-751 instead of waiting 19.5 months

You will be fine.  6 out of 10 questions .  I have not seen anyone in VJ board had any issue with this.
