That certainly worked for you but another method that works every time it is tried is to simply hand write in the section asking about information from tax returns, "Not required to file.  Income below filing threshold."  Sponsor then signs the form under penalty of perjury.  Nothing more is needed.

March 26, 2009: We become a couple!
September 10, 2009: Arrived for first meeting in-person!
June 17, 2010: Arrived for second in-person meeting and start of travel together to other areas of China!
June 21, 2010: Engaged!!!
September 1, 2010: Switched course from K1 to CR-1
December 8, 2010: Wedding date set; it will be on February 18, 2011!
February 9, 2011: Depart for China
February 11, 2011: Registered for marriage in Wuhan, officially married!!!
February 18, 2011: Wedding ceremony in Shiyan!!!
April 22, 2011: Mailed I-130 to Chicago
April 28, 2011: Received NOA1 via text/email, file routed to CSC (priority date April 25th)
April 29, 2011: Updated
May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)

October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

No such thing as a cosponsor.  It would be a joint sponsor.  That's the term used in the instructions they'll be studying.  Why waste their time sending them to look for the word cosponsor in the instructions when none is mentioned?

 

If they would fill in their profile and timeline information, we could possibly advise them that if they have a job now, they could qualify on current income regardless of the past three years.  Alas, this is country specific and we don't know the country.

They are Filipino, I would guess. OFW= overseas Filipino worker, and the mixed Tagalog/English typing.

 

That said, there are still a bunch of unanswered questions. You can't sponsor yourself for a visa, obviously... And based off her comments, she is the beneficiary, so it is her husband's income that is important. Has he filed tax returns?

Good point re: the OFW but the intending immigrant's liquid assets can definitely be used, and if enough, and that's all there is, they CAN and DO self sponsor, in effect.

Interesting, I did not know that. 

 

I used the wrong terminology -- I meant to say you can't petition yourself. She has to have a LPR/US Citizen family member somewhere who is petitioning her to obtain a visa, so one would expect that person's income/assets would be used and thus that person would have filed taxes.

all i want is how make cover letter for non itr.. im two months stay here in philippines ,unemployed but me and my brother having a plan to have a business but we're starting it by next year.. im not a beneficiary.i have a savings and i want to use just only vacation.all i want is to tour just to relax and sightseeing . No one can sponsor me there because I don't have any relatives there..

Then you are not the spouse of a US Citizen and wish to apply for a tourist visa.  Under the circumstances you describe, unless you are quite well off financially, you're wasting your time and money applying as a Filipino for a tourist visa to the US.

To add to this, it has been my experience living abroad and hearing about many people who tried to get US tourist visas,  that it is very difficult to convince the embassy to give them.

 

Every success story I have heard from people out here involved someone who was married to a US citizen.  Ive even seen American colleagues with Filipino girlfriends try to sponsor them for tourist visas and fail.

These comments are not directly applicable to the OP's situation.  Sponsoring girlfriends is a sure fire way to failure no matter what the country.  The OP needs to be very well off financially to get a visa because they are from a poor country.  Difficulty in obtaining tourist visas is country specific.
