It is not impossible, but it is probably the most difficult reason to get an expedite approved.  You'd need very clear reasons, documented well, and at the same time show there is no way your foreign spouse becomes a public charge.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Not economic hardship to the foreigner.  If the economic hardship is to the US Citizen Petitioner, then the financial hardship itself is likely to get the visa denied on public charge grounds.  If the foreigner's resources are going to be used on the affidavit of support, then those resources can be used to relieve the hardship, so it's a Catch 22.

If the hardship doesn't bring up a valid public charge concern, then no problem.
