Your profile says you are from the UK. The Biometrics fingerprint takes care of the Police Certificate from New Scotland Yard. However, if you have had any other residences in a country other than the UK, it would depend

If you file for adjustment of status from a b2 tourist visa, do you still need to provide a police certificate?

Maybe, depending on your record.

See the form instructions for evidence to be included with the I-485. If you have ever been arrested, detained, convicited (see full instructions) anywhere in the world you will need documentation. A UK caution counts for this. It is a guilty plea that does not go to court. Hidden or expunged stepped down records must be provided. After reading the full instructions, you may need to order a Subject Access Report from ACRO in the U.K.

OP says he/she is adjusting status from tourist visa. When you adjust status in the U.S. your biometrics are captured at an application support center near you for your criminal background check to be run with the FBI. No police record is required to be submitted for this process by the applicant, however; if he/she has ever had any run in with the law in abroad then police records and court dispositions will have to be submitted together with the application showing outcome of charges whether they were dropped, dismissed, fines payed etc.

Basically I was saying the same thing. A police clearance certificate from Kenya was required of me when AOSing a long time ago from an H1B Visa
