Do we need to send to U.S Consulate Visa Photo and Passport per instruction on their website? the online packet 3 instruction doesn't say sending anything back

 

"As soon as you have received this instruction letter, please complete the DS-160 application, and print out and send the confirmation page of the DS-160 together with visa photos and copy of passport for each applicant to the U.S. Consulate. Additional information about completing the DS-160, visa photos and passports can be found below."

Yes, make a copy and send these to the Consulate address at the top.  Send them with receipt confirmation and keep that receipt for your records.  Make sure to send a copy for each if you have any K-2's with you.
