hi

 

did her dad file for her, if so and he was a USC, or even if he was a LPR, he dropped the ball. the petition for a child of a USC under 21 is 1 year and a child under 21 of a LPR 2 years

 

someone didn't continue the petition, if it was abandoned, she won't have an interview. 4 years have passed so something went wrong, if she is 21 now, in 2013 she was 17

 

something's not adding up

He dragged out the process by not replying and submitting the requested documents when they were requested

doing that he cost her chance at us citizenship as child under age 18 of usc.  if she come now cuz she over 18 she must be green card holder for 5 year before she can apply for citizenship

You need the case number to see if the petition is still alive, if not he would have to refile and that will take another 7 years.

It is alive they recently requested missing parts of the affidavit and also cover pages

Just realized i o e6rlooked this part of the question.  It was submitted April 2013 but she was not yet 17 till the September.

nope, and it's her dad's fault. to derive citizenship the child must enter the country before 18. if he hadn't dragged the petition, she might have had a chance to enter the country before she turned 18

 

she will have to wait 5 years to file for citizenship once she enters the country
