I 130 mailed to Chicago second week of October 2017 for AOS for Family based green card.

What is time it takes to get the receipt?

Can the applicant stay in US, even tough the date of I90 expires if they apply I130?

Follow the guide below:

http://www.visajourney.com/content/i130guide2

Assuming you filed only the I-130, you also need a pending I-485 in order to remain in the US. Once you receive the I-130 NOA1, aim to file the I-485 with the I-130 NOA1 receipt before the I-94 expires. You probably also want to file for an EAD/AP (I-765 + I-131), because the wait time on AOS is quite long.

I did filed I130+485.

How long it takes to get the receipt number (checks to be cashed)?

Thanks for the info.

You want the average days to the 1st notice of action:

Currently 11 days based on VisaJourney data, so you should get the receipts pretty soon.

Within a month is expected, but typically it's within a couple weeks.

The applicant can remain in the US while the I-485 is pending. The NOA1 acts as proof that the applicant is in a period of authorized stay.

Edit: Well, not only can they remain, but until they get AP (or the green card), they cannot leave without abandoning AOS and likely needing a CR-1/IR-1 visa to return.
