you have very simplistic view of the process. But in reality, it’s much more complicated. There is internal authentication and verification that involves much more than just someone reviewing your information and making a decision and then you factor in a large number of visa applicants along with very limited amount of resources to process all the application, not to mention the amount of fraud by visa seekers.  Adding up the aforementioned information might help in explaining why it is taking a long time.

Online inquiry portal itself says that it is only for inquiry. If you wish to send the documents then send it through their courier services or upload online on your ceac portal . Im not sure if they would consider your documents through email or online inquiry portal but for the safe side upload it on your ceac profile portal as well

Is there anyone who recently got their visa ?  Can you please tell me that have you ever opened your ceac portal after the issuance of your visa ? If yes then What Does your 221g required documents section says?  accepted or submitted?

Our case date updated today but still says refused.

No inquiry it updated February 12 also with no inquiry.

 

Interview was 10/23/2018.

My interview was 10/18/2019, and after case was updated without an inquiry the visa was issued in just about 25 days.

 

It seems like if your case is updated without an inquiry you might have a chance to get visa ISSUED soon!😊
