Petition - Include Tax return or wait?

I am self employed. Do I need to submit a tax return with the petition or it that handled at a later date?

You submit that later after the petition is approved.

You send it along with the i-134 and other supporting documents to your fiancé so s/he can bring it to the interview.

Yeah, send a copy of your latest year that you filed taxes.  Reading up on that, you should also get an official letter from your bank with information of your total deposits for the last 12 months, and balances.  If you have a business account as well, and that is where you derive your income from, then you will need that as well.
