Please help here if I only must use bank routing+account number with check # instead? Because I do not have it on hand and am living overseas with my family. It sounds like I have to make a trip to the States and request for this to make payment if that's correct? Help appreciated. Thanks!

You need the bank routing number and account number; a cheque number is not required. Rather than making a trip to the US, can you call your bank to get the numbers? Or have someone in the US make the payment for you?

I assume I could ask my father to scan my bank account with routing & check # to use this number for the payment online if thats right? Do I need the actual check front of me to make payment online via DS-261? Thanks!

No, you don't need to have a physical check. And there's no need for your father to scan it - just have him read or text the numbers to you. When it comes to payment, you'll just enter those numbers into boxes in the payment form (along with the account holder's name).
