My friend got this 'Noir' letter please what she can do now

This maybe hard advice but according to the NOIR it seems like the CO might have found something out that maybe the petitioner did not know...just be thankful...it maybe heartbreaking but it may have been worst later

I have talked with both of them already

he does speak and write English, actually quite well 

age difference is not that much of an issue  /can be dealt with

targeting others ?   they were on a group chat site where they talked about religion  / both r committed to their own beliefs and respect the rights of the other

to me this was the hardest part

they thought they could send just a copy of marriage cerificate as many say u can send copy with the application / for Morcocco some USCIS offices demand original and the letter for interview didnt say bring original

you can all read on marriage in Morocco it is not traditional ceremony / it is signing papers in clerk's office

NOW the big problem is the date here is the 2nd of October and she was in the hurricane in PR and just got the notice and has only 30 days to respond and this is the 21st

also the next page wants them to commingle finances and banking and insurance and property leases / things most of you only have to do after the person comes to the US 

he says she will go and live with him 

they need to forget this app and reapply with answers to these issues in a new application

if they are sincere and serious they will

I think the ONLY possible way for them to live together in the US will be to refile  after she has lived in Morocco with him for several years.  The NOID looked extremely serious to me, and it will remain on his record....jmo

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

they have no time to fight this NOIR as when Puerto Rico went through the hurricane they just got the October 2nd letter and it has to be answered 30 days from that date / not 30 business days

only thing they can do is spend more time together and answer these points with new application 

she had his facebook password and was the one talking to people (other women in facebook like me who married moroccan men) so the issue of targeting other americans, can be answered 

none of us can really give legal advice but suggest a possible soluition

many give up as they are not really in a serious relationship and the embassy can see through things we are not aware of

only those of us who are serious and sincere and really want long term marriage can make it through years of the immigration heartbreak

I don't know if this poster left the site

i will say that when talking to them,  the story either comes out with more info and/ or changes 

hard to help when you think someone is serious and it is something else

Even after returned to uscis and new evidence is submitted, it could take a year to be reviewed, they're in for a long wait

I guess it was a factor when the CO considered everything else in that NOID.........we both know that other cases have been approved when there was an age difference of 10, 15, 20 years.

Wow that is some crazy stuff. Why would a wife, use the profile of her husband, to contact other american women - and not do it with her own profile or separate profile. Sorry, but I would never believe such a story if I were a CO. It sounds ridiculous. 

 

add that to "no common language" and "could provide no record of written communication".....

she is from the US Puerto Rico and speaks English and Spanish

he speaks and writed English and Arabic

the CO asked him (in Arablic) what language he wanted to do interview in and he said Arabic as he thought it was ok

i am getting bits and pieces from them both

they have the chats / they thought they didn't need any at interview / she sent them in with application (all she can figure is they were lost by immigration)

Sounds like he went to the interview ill-prepared.  Surely they realized that this is a difficult embassy.  In addition, didn't they realize they had red flags which would require a lot of evidence to overcome?  

All that is hind-sight now.  In my opinion, their focus should be a plan to enjoy their lives together outside the US until they can build a strong case..

who knows who you are really talking to tho! it could be her, pretending to be him! the CO said they do not speak the same language! They ask at the interview how do you communicate, if he said english the CO would have had him speak english to them.  also, the social media scammers out there are real.  no woman wants to admit they got scammed. it is embarassing for sure:/ so she is probably the one messaging you and you think it is him. and yes, the foreigner always says 'come live with me' it is a classic term used. these people are trained and know exactly what to do and say! if she actually moves there, which she wont, he probably would be talking online to other westernized woman.
