If they don't return your original green card (and I suspect they won't, unless they send the whole package back to you because of the signatures) then you'll have to make an infopass appointment, take your NOA letter (and a copy of your green card if you have one) and your passport (as well as the confirmation letter for your appointment). 

You'll explain the situation to them and ask for an I-551 stamp in your passport. That will act as a "green card" for however long they stamp (probably the year extension).

The bill thing is not uncommon. At my house my husband and I split the bills with our names on them. For example, he will take cable and I will take water and so on. We switch around when we move lol.

The extension letter extends the validity on the card by one year. With no card, it's useless.

 

If the package is accepted, then the OP can make an InfoPass appointment to get an I-551 stamp to act as a temporary green card for 1 year (and get another if that is about to expire before ROC is approved).

If the package is not accepted, then the OP should get the card back. Then they can refile (using a copy of it...), and use the extension letter with the card.

Good morning everyone, today is the 23 and they haven’t cashed my check , Also no letter or anything. Im really  concerned . Who ever submitted their form they either git the letter or their check was cashed. Is it a problem if i called and check with them?

Since it appears that USCIS may be rejecting the application for the improper signatures, and then sending your package back to you, they wouldn't cash your check at all until the application was properly filed.

 

Calling to check up with them might be useless because you would need to quote a receipt number over the phone for them to look up any information on your case, and you haven't received the NOA receipt letter yet..

The OP hasn’t said they don’t have rental agreements just that they don’t have bills. Plus your statement was clear if you don’t have joint everything then you will get an rfe and/or an interview, as others have mentioned they also have not done this even when they don’t have a mortgage and live in a family members house. There are other evidences that can be used, hell she could get her husband to write an explanation as to why he didn’t put her on some of the bills.

That’s fine and we were just pointing out that your blanket statement was not as binding as you implied in case it freaked the OP out into thinking they absolutely had to make everything joint. In some places if you add a new person to bills they treat it as if you are a new custom and you have to give them a deposit for a year
