Are we that surprised? Trump is a despicable human being and has no clue how to be a leader. He has no idea how bills are crafted in Congress and it is why as the leader of his party he has passed no legislation. He's a very weak President, very insecure and his idea of appearing strong is to bully other people into submission. 

 

It would also not surprise me if he can't get a tax reform bill to his desk to sign because he thinks he is only there to sign it.
